An American national was found dead by hanging in a house. The incident happened at 8AM on January 16 2016 in Group 24, Phum 3, Sangkat 3, Krong Sihanoukville.
The victim was identified as DZUIK RADOMIR, male, born on 20/06/1956. His wife was identified as Chuon Bela, Khmer national, 33 years old.
Currently the body is still at the scene awaiting an examination by the coroner.

A foreigner was found dead in the rental house Nr.184, Street 357, Phum Daum Sleeng (ដើមស្លែង), Sangkat Chbar Ampov 2 (ច្បារអំពៅ២), Khan Chbar Ampov (ច្បារអំពៅ). The victim was identified as Klomsten Morten Einar, male, 43 years old, Norwegian national, living in Velkommen Guesthouse located in Sangkat Psar kandal1, Khan Daun Penh, tourist.
Before the incident the victim met Sok Sreypov (សុខ ស្រីពៅ), female, 24 years old, Vietnamese national, working at home, living in a rental room above the place of the incident for 3 years.
On January 12 2016 the victim called Sok Sreypov for a meeting and on January 13 2016 around 5PM they met in a restaurant located at Psar Kandal till around 8PM. Afterwards they went to the place of the incident. The victim took (opened?) a bottle of Johnnie Walker BLACK LABEL 1L which they drank together. Sok Ampov went buying a case of Angkor beer which they drank together (6 people) including the (I assume her) older stepbrother. The victim drank half of the bottle until around midnight when he told the others that he felt tired. At 1AM on January 14 2016 they saw the victim snoring too loud and they put him in a room.
In the morning Sok Sreypov went visit her child in Takmao together with her older brother. When she returned at 5PM to the rental house she saw that the victim had foam around his mouth. She reported this to the police who concluded that the victim already died.
According to the coroner the victim died because of an heart attack. Currently the body is kept at Stung Meanchey Pagoda awaiting the family to organize a ceremony.

British national found dead in a rental room; exhaustion/fainting suspected as death cause.
Siem Reap
A British national was found dead in a rental room in Phum Banteay Chas (បន្ទាយចាស់), Sangkat Slok Raam (ស្លក្រាម), Krong Siem Reap.
According to the authorities the victim was a tourist, who hired the room temporary, was found dead in the room located in the above mentioned location.
The incident, which shocked neighbors and the owner of the room, happened at 7PM on January 13 2016. According to the conclusions of the authorities it could be that the victim already died 2 days before his body was found.
Please note that a team of doctors and the authorities who did an authopsy/examination informed that the victim died because of exhaustion/fainting and that drugs were found in the room.

Stole a mobile phone from a foreigner, police caught one suspect and another escaped.

A suspect, belonging to a duo, was arrested by the Military Police of Daun Penh after he stole a mobile phone from a foreigner and tried to escape. Another suspect managed to escape. The incident happened at 9.30PM on January 12 2016 in Street 67 located in Sangkat Psar Thmey 2, Khan Daun Penh.
The Military Police of Daun Penh says the suspect was identified as Thaa Phoktey (ថា ភក្តី), male, 21 years old, living in House Nr.111, Street 154, Phum8, Sangkat Psar Thmey 2, Khan Daun Penh. The arrested suspect was driving the motorbike.
A black Honda C125, license plate Phnom Penh 1FL- 4323, and 2 mobile phones (an LG and an HTC) were confiscated.
The victim was identified as Vincenzo Torrente, a 39 years old Italian tourist staying in Aura Hotel, Street 19, Sangkat Chy Chomneah, Khan Daun Penh.
Before the incident the victim was looking at his phone on the corner of Street 172 with Street 19. Suddenly the 2 suspects, driving their motorbike, showed up, approached the victim and robbed his white Samsung mobile phone.
After that the suspects fled along Street 19 northbound. The victim called for help and immediately the police, who was patrolling in the neighborhood, chased the suspects until they reached Street 67 (outside GSM) where they arrested the driver of the motorbike. The other suspect, the one with the mobile phone of the victim, escaped. He’s identified as Ra (រ៉ា) and living in Street 81, Psar Thmey 2(behind GSM).
The suspects will be sent to the court.

Swiss national apologizes to the Khmer people after he rolled his cigarettes with a 100riel note.

The incident happened in the night of January 12 2016 and was noticed after Sambath Meas posted it on Facebook in the morning of January 13 2016.
The Swiss national, who’s a tourist, apologized to the Khmer people living in Sihanoukville after he used a 100riel note to roll his cigarette(s).
This act was considered as a serious insult. However, the citizens accepted his apologies after the Swiss national realized his mistake and kneeled to apologize.
In the reactions on the post some people said it’s good that the people recognized his error.

2 robbers were arrested by the Military Police from Daun Penh on January 12 2016 at 2PM in Street 63, on the corner with Street 136, Sangkat Psar Thmey 1, Khan Daun Penh.
According to the police they arrested 2 suspects in a case of a robbery of a mobile phone from a foreigner.
The suspects are a 22 years old without a clear job (the robber) and a 24 years old without a clear job (the driver of the motorbike).
A black Honda Dream motorbike C125 and a black Iphone6 (the phone of the victim) were confiscated upon their arrest.
The victim of the robbery was identified as the 21 years old Australian national ALICE UNWIN AUSTIN.
According to the police, before the incident the victim was looking on her phone on the corner of Street 154 with Street 63.
Suddenly the 2 suspects, driving a black motorbike, approached the victim and took her Iphone6. After that the 2 suspects tried to escape on their motorbike along Street 19 from the North to the South. The victim screamed for help. Immediately the police who was patrolling intervened and followed the suspects till the corner of Street 136 with Street 63.
The suspects dumped their motorbike and tried to escape by entering Psar Thmey. One suspect threw the phone in a shop. The 2 suspects were arrested and transported to the police office.
The mobile phone was overhanded to the victim. The suspect will be sent to court.

The Provincial Police of Kampot raided a place which was storing drugs and distributing drugs to foreigners.
General Mao Chen Moturith (ម៉ៅ ច័ន្ទមធុរិទ្ធ), from the Kampot Provincial Police, led his forces in a crackdown on a place storing marijuana and distributing marijuana.
The crackdown happened on January 12 2016 at 5.40PM in Phum Sovonn Sakor (សុវណ្ណសាគរ), Sangkat Kampong Kandal (កំពង់កណ្តាល), Krong Kampot.
The crackdown on the place storing and distributing marijuana was ordered by the deputy Provincial Court Prosecutor, Khaa Daenaa (ខា ដែនណា).
The police searched the house of a foreign suspect. They found drugs paraphernalia and other relevant things.
The identity of the foreigner and the amount of marijuana which was confiscated aren’t confirmed yet.

A French national appeared to the court for a 2nd questioning of paying for sex with minors.

The French national Bernard Louris Francois Scudeller, also called Louis (according to my sources his correct name is Bernard Louis Francois Soudeller), male, 55 years old, owner of a tourist business who is in custody in the Provincial Prison of Kandal, was for a second time brought to the Provincial Court of Kandal by the prison guards in the morning of January 11 2016. He’s the suspect in a case of purchasing sex from minors which took place during 2013 and 2015 in Phum Kaoh Kael (កោះខែល), Khum Kaoh Kael (កោះខែល), Seaang District, Kandal Province.
It’s the second time that the French national appears to the Provincial Court related to warrant Nr.911, dated December 22 2015 and issued by an investigation judge. The suspect in charged with the purchase of child prostitution which took place during 2013 and 2015.
The suspect was arrested on June 17 2015 by the police belonging to the Department of Anti-Human Trafficking and Juvenile Protection of the Ministry of Interior in collaboration with the Provincial Police and the District Police after complaints by the families of 3 children.
According to the investigation judge it’s the second questioning of the French suspect because he didn’t receive the correct answers yet. Furthermore the suspect is also very hot-tempered and refuses to answer to the questions; he’s very negative.
The suspect will be questioned a 3rd time to close the investigation.
From the 3 young male victims, one of them is suffering from an anal inflammation because the suspect forced him to have sex.
After the suspect start renting a house in Phum Kaoh Kael (កោះខែល), Khum Kaoh Kael (កោះខែល), Seaang District, Kandal Province he started talking sweet to 7/8 year old boys and invited them to sleep with him. He gave them candies/cookies or money; from 1000riel (0,25USD) to 10.000riel(2,5USD). Finally he asked them for anal sex. His activities started at the end of 2013 till mid-2015. It finished because the victims became sick; their health deteriorated. Some suffered penile ulcers, others an anal inflammation.
More and more complaints arised. Despite complaints of the 3 victims and everything what happened the suspect still denies. In addition every time the suspect appears to court for questioning the suspect seems to receive protection. Journalists can’t interview him or take pictures because they are obstructed by assistants from higher forces (ជាជំនួញការលោកនេះ លោកនោះ). These people threaten the journalists by saying that they aren’t lawyers and that they delay the procedures by doing this.

Belgian national dies of an heart attack in Cyclo (ស៊ីក្លូ) Guesthouse.
Phnom Penh
A Belgian national got a heart attack in Cyclo Guesthouse and was sent to a private hospital by a tuk-tuk. He wasn’t accepted and was sent to Calmette Hospital but he died on his way to Calmette.
The incident happened at 3.30PM on January 10 2016 in the Cyclo Guesthouse, located in Nr.50, corner of Street 172 and Street 23, Phum 8, Sankat Chy Chomneah, Khan Daun Penh.
The victim was identified as Peleriaux Christophe Roberth, male, 39 years old, tourist, passport number EJXXXXXX, staying in room Nr.9 on the 2nd floor in the Cyclo Guesthouse.
According to Gregory large, a 29 years old French national and son of the owner of the guesthouse, before the incident at 3.30PM he went to room Nr.2 on the first floor and saw the body of his friend sitting/lying. Saliva was running from his mouth. The victim didn’t recover and groaned. Another friend was called to come help lift the victim. The victim threw up blood and strengthened his chest, he had a running nose and mouth. An ambulance was called but no-one showed up so the victim was carried into a tuk-tuk and sent to the Naga private hospital but the doctor sent them to Calmette Hospital. When they arrived in the hospital 2 persons returned to take the passport of the victim from the guesthouse. When they returned to the hospital the doctor told them that the victim already died and the authorities were informed.
A coroner of the Municipal Court of Phnom Penh said that the victim died of an heart attack. The body is kept at Calmette Hospital.
