Samdech Techo Hun Sen decided to cancel driving licences for motorcycles with an engine less than 125CC.

As a present for the celebration of Pram Pi Makara (January 7), Samdech Techo Hun Sen announced the decision to cancel driving licenses for motorcycles with an engine less than 125CC.

Hun Sen announced on Facebook that after listening to the comments and requests of the citizens, especially the youth and students, regarding the possession of a driving license for motorbikes, and after discussion the issue with the King, Deputy Prime Ministers, Minister of Interior and Minister of Finance and the Minister of Public Works and Transport he decided to completely stop the payment for a driving license for motorbikes with an engine less than 125CC immediately. So people driving motorbikes with an engine less than 125CC don’t have to pay for a driving license and don’t have to posses a driving license. (មិនចាំបាច់បង់លុយថ្លៃធ្វើប័ណ្ណបើកបរ និងមិនចាំបាច់មានប័ណ្ណបើកបរឡើយ)
Meanwhile citizens have to study the Traffic Law and have to respect each other while driving. Hun Sen will propose legislative amendments to the new law shortly. He hopes that this will reduce the costs and difficulties for the people in the country. This is a gift for the Pram Pi Makara anniversary.

Siem Reap: Philippine national Bernabe Bryan arrested for fraud.

A foreigner accused of fraud and arrested by the Provincial Immigration Police.

Immigration police belonging to the Provincial Police Commissioner in collaboration with the Bureau of Internal Security executed an investigation and arrested a Philippine suspect for stealing/scamming 1.200USD according to the complaint from the victim, Isogi Mari (អ៊ី សូ​ហ្គិម៉ា​រី), female, 27 years old, tourist (Japanese national) on December 26 2015 in a rental house located in Phum Svay Dangkum, Sangkat Svay Dangkum, Krong Siem Reap.
The suspect went to talk (that day with the victim) using some sweet words to borrow money for doing business together but afterwards he didn’t pay the money back.
The arrest of the Philippine suspect was made on January 4 2016 in a rental house in Siem Reap city.

Colonel Chao Mao Vireak, deputy commissioner of the Immigration Police told the newspaper in the morning of January 5 2015 that after a complaint of the victim his people together with the Bureau of Internal Security investigated the fraud until an arrest was made and transferred to the Bureau of Immigration for questioning. In front of the officers the suspect confessed that he took the money from the victim.

The suspect was identified as Bernabe Bryan, male, 39 years old, Philippine national, clothes vendor and living in Phum Svay Dangkum, Sangkat Svay Dangkum, Krong Siem Reap.

The immigration Police prepared a case to make over to the Provincial Court on January 5 2016 to punish the suspect acording to the law.

Phnom Penh: Another foreigner losing the plot.

Drunken and driving a tuk-tuk, making troubles inside an hotel, chasing and fighting in the street.

A drunken and wet foreigner who was driving a tuk-tuk to his hotel destroyed for an unknown reason some property inside the hotel. He chased the staff. He even chased people in the street. This incident happened on January 5 2015 around 3.30AM at hotel Lux (?) លុច situated along street 136, Sangkat Psar Kandal 1, Khan Daun Penh.
According to the staff prior to the incident was driving a tuk-tuk in a drunken and wet state, he asked for the price of a room and started screaming for an unknown reason. He created chaos and damaged property inside the hotel. He chased the staff, even outside. He destroyed a cart selling grilled beef and meatballs. Neighbors and bystanders were surprised and intervened.

Sources say that a motodob and many by-standers caught him and started talking about compensation for all the things he destroyed. The seller of the grilled beef demanded 50USD. The foreigner guaranteed to pay for the damaged property of the hotel but he had to wait for the owner.
There was no intervention by the local authorities, only residents and staff intervened. The hotel doesn’t know yet if it will file a lawsuit against the suspect since they’re waiting for the owner.

Sihanoukville: Danish Tom Flemming Elowsson found dead in Tranquility Guesthouse.

A Danish national was found dead inside a bungalow next to Ochheuteal beach. This incident happened on January 4 2016 past midnight in Phum 4, Sangkat 4, Sihanoukville.

According to the Khmer owner of the bungalow his staff found the dead body while checking and closing the bungalows. They found the body next to the door of bungalow Nr.2 and they noticed that the room was full with dirth/filth. The reported the incident to the police who came examine the scene.

The victim was identified as Elowsson Tom Flemming, Danish national, born in 1950, passport number XXXXXXXXX valid until August 11 2024. He checked in more than 1 month ago.

According to the authorities the victim died of an heart attack. The corps is held at the Referral Provincial Hospital awaiting instructions from the Danish Embassy.

Battambang: Young woman went missing after visiting concert of Mao Hachi.

The woman went missing in the border area of Cambodia and Thailand after a concert of Mao Hachi. Her parents reported the news to the local authorities as well as the media.

She is identified as Yot Sok Leng (យ៉ុ​ត​ សុខ​ឡេង), female, 24 years old, living in Phum Trapeang Prolit (​ត្រពាំង​ព្រលិត), Khum Santepheap (សន្តិភាព), Sampov Loun District (សំពៅ​លូន), Battambang Province. She’s a student.

In the past few days there was a concert in Khao Din Market in Thailand. The woman attended this concert almost every night. The concert finished in the night of January 2 2016.

On January 3 2016 at 4AM the woman suddenly left the house without leaving a message.

The parents are concerned about the welfare of their daughter and ask her to come back home. They won’t blame her.

Traffic accident between a bus and a small tractor who were traveling in the opposite direction.

On January 4 2016 at 3.30AM on Street 71 located in Phum 22, Khum Chomkaar Ondoong (ចំការអណ្តូង), Chomkaar Leu (​ចំការលើ) District, Kampong Cham Province, a yellow bus belonging to the company Angkor Express (អង្គរ​អ៊ិច​ស្ព្រេ​ស), license plate Phnom Penh 3A 8915, driver unidentified, on its way from Siem Reap to Phnom Penh, did a dangerous overtaking resulting in an accident with a red small tractor driven by Lon (លន់), male, 21 years old, living in Phum Chouk (ឈូក), Khum Taa Prouk (តា​ប្រុក), Chomkaar Leu (​ចំការលើ) District, and accompanied by 2 other persons.
1. Cheaw Thaat (ឈាវ ថា​ត), male, 18 years old
2. Cheaw Tua (ឈាវ តឿ), 21 years old
Both are living in Phum Romcheek (​រំចេក), Khum Taa Prouk (តា​ប្រុក), Chomkaar Leu (​ចំការលើ) District.

4 people were injured, Nol was seriously injured.

The bus was transporting 39 passengers, including 18 foreigners and 21 Khmers.

The bus and the small tractor were transferred to the Inspectorate of Chomkaar Leu District. The driver of the bus fled the scene. The police is searching the suspect to punish him according to the law.

Female employee of the company Sky Korea arrested for stealing 12.625USD.

According to the complaint of the victim in this case of breach of trust, in May 2015 she took the money from the company Sky Korea, in total 12.625USD and didn’t pay it back. The Provincial Police arrested her.

The arrest happened on January 1 2016 in a house located in Phum Vial (​វាល), Sangkat Sombuor (សំបួរ), Krong Siem Reap.

The police identified the female suspect as Lum Li Sothari (​លឹ​ម លី​សុ​ថា​រី), 25 years old, employee at Sky Korea, currently living in Phum Vial (​វាល), Sangkat Sombuor (សំបួរ), Krong Siem Reap. The victim is ​​Kim Haksoo (គឹ​ម ហាក់​ស៊ូ ), president of the company Sky Korea.

The breach of trust took place in May 2015; she took in total 12.625USD from to company that the company had to pay to a hotel (a business partner) in Siem Reap but after she took the money she used it to settle some personal debts.

She will be sent to the court.

Irish man found dead in Gueshouse Domrey Sar (White Elephant)

One Irish national was found dead inside the room of the Domrey Sar (White Elephant) Guesthouse located in Sangkat Prek Aeng, Khan Chbar Ampov on January 3 2016.

According to the report the victim was identified as Andrian McCain (អែនឌ្រៀន មែខេន), Irish national, 40 years old.
In the case of this death there are no conclusions made yet.
