Foreigners climb and sit on the giant's heads; disrespectful or not?

Foreigners climb and sit on the heads of the giant 'tug-of-war' demons at the bridge over the Tonle Oum in the Angkor Archeological Park in Siem Reap.
Is this kind of behavior an act of despise or carelessness towards the Khmer culture; yes or no?
According to a person who noticed and photographed the incident:
The picture was made last week and the person sitting on the head of the giant demon has the Russian nationality.
Despite the incident the person didn't notice the Apsara Authority to take action.
However the people request the authorities, eg the police, to investigate the case because this behavior seriously affects the Khmer culture.
To make this (their point) clear the picture was also launched on the social media.
