Big news here is that the driver was arrested (after an unsuccessful attempt to escape)
Happend on Preah Sihanouk Blvd. at the fences of a 42-floor building located in sangkat Tonle Bassac, khan Chamkarmon at 0.40AM on March 31 2016.
Sources at the scene told that the driver was a young man.
