Sihanoukville: Foreigner fined 500USD for driving without driving license.

Sources close to this foreigner told news reporters of 'kqube' that this foreigner was caught by the traffic police stationed at 2 Lions (the Golden Lions roundabout), fined 500USD. They also threatened to jail him if he didn't come up with the money.

Mr.Sophal, an employee at a guest house and an acquaintance of the foreigner said that this fine without issuing a ticket (​ការ​ផាក​ពិន័យ​ដោយ​មិន​ចេញ​វិក្កយបត្រ​អោយ​នេះ) (happened) after his customer rented a motorbike belonging to the guest house and rode to the city but he (the customer) didn't take a driving license with him; he was caught and fined by the police.

He told 'kqube' via Facebook that:
A customer identified as Philipp Ioannis rented a Honda Scoopy motorscooter from his guest house. He, together with 4 other, rode to the city.
He was pulled over by the police and they checked (asked for) his driving license.
When the police noticed that the man didn't have a driving license (with him) they requested payment (​ទា​រ) from him. The foreigner took 100USD and gave it to the police but the police told him that it was not enough; if he didn't give more they would put him in jail.
They told him to overhand them his passport (ក៏​បាន​អោយ​ភ្ញៀវ​ទុក លិខិត​ឆ្លង​ដែន​នៅ​កន្លែង​ប្រេសនីយ៍) and to withdraw 500USD from an ATM.
Finally the foreigner paid the police.

The police will be contacted in order to give their side of the story.
