On January 6 2017 at 9.40AM the traffic police, enforcing the traffic law, targeted and detained an American in the possession (storing and possessing) of illegal drugs at the point P6, 2 Lion roundabout, Village 4, Sangkat 4, Sihanoukville.
The man has been identified as Soto Michael P., born in 1949, former (retired) English language teacher in China, started living in Sihanoukville 10 months ago, staying at the Power House Guesthouse which is situated in Village 3, Sangkat 4, Sihanoukville.
They police seized:
- 8 small packages containing drugs.
- 1 package containing marijuana.
- 1 pair of scales.
- 2 syringes.
- some other stuff.
Presently police experts are examining the home (place of living) of the suspect.

The suspect was stopped by the traffic police because he was riding his motorbike without wearing a helmet and because he was behaving suspiciously. (dixit Brigadier General Chuon Narin; Chief of Police for the province of Preah Sihanouk)
