December 16 2016, 9.35PM, Street 466, in front of the Administrative Royal Hall in sangkat Tonle Bassac, khan Chamkar Mon.
The Toyota Matrix (Phnom Penh 2AD-9223), belonging to a foreign couple, left the concrete road adjacent to the Administrative Royal Hall with the intention to turn left and enter Street 466.
The victim, riding a Honda Scoopy motorbike (Phnom Penh 1FR-6082) along Street 466 in the direction of the East, crashed into the side of the foreigner's car.
The victim was taken to the hospital by an ambulance.
Both vehicles were impounded by the police awaiting a settlement.
