The arrest happened on June 26 2017 at a coffee shop near Sovanna Market after the man returned from the USA to attend his father's funeral.
The suspect was sent to the Phnom Penh Municipal Court in the afternoon of June 28 2017.
The suspect, identified as Vorn Yen William, a 47-year-old Khmer-American man who's living in the USA, allegedly committed fraud when recruiting workers for Australia.
According to a source:
In 2016 the suspect worked as a recruiter. He promised workers to bring them to Australia. All lot of workers registered/enrolled but were not paid (on time). Around 20 persons paid the suspect between 3000 and 6000USD each.
After receiving the money the suspect allegedly did a runner.
The suspect was spotted at his father's funeral ceremony and (one of the) the victim(s) informed the police.

The detained man, reportedly president of the Cambodia-Japan Friendship Organization and president of the Khmer Help Khmer Organization, was arrested by the police after 10 victims filed a complaint over fraud offenses.
The suspect clarified that he left Cambodia for the USA in 1997 and received the American nationality in 2001.
He started the Khmer Help Khmer Organization in 2014 to collect funds from donors living overseas to help Khmer orphans.
At he same time he (also) worked as an unlicensed recruiter to send workers to Australia.
He received commissions from 10K to 20K USD, but always used excuses after receiving the commission. He also did a runner by changing the address of his organization from one place to another.
In 2015 he started the Cambodia-Japan Friendship Organization.
Finally he escaped to Australia until June 25 2017 when he illegally re-entered Cambodia and was arrested on June 26 2017.
Apart from the fraud offenses he also molested some young girls in return for helping them leaving the country as quick as possible.
It looks like so far (at least) 30 persons have paid for his services.
