The incident happened on May 24 2017 at 11.10PM in front of the Ministry of Posts and Telecommunications along Monivong Blvd. in Srah Chak commune, Daun Penh district.
Witnesses noticed the drunk man, believed to be aged in his 40s, sleeping under a palm tree which caused some commotion between the passers-by who stopped their vehicles to take a glimpse.
The local police went to the place of the incident; initially they thought that the foreigner passed away but a quick check revealed that he was just drunk so they decided to let him sleep it off at a more 'appropriate' place.
