In the morning of January 5 2016 the police from the District Tuk Chou (ទឹកឈូ) arrested a suspect for raping his 12 years old niece in a rubber plantation located in Phum Trapeang Preang (ត្រពាំង​ព្រីង), Khum Trapeang Preang (ត្រពាំង​ព្រីង), Tuk Chou District (ទឹកឈូ), Kampot Province.

The suspect is identified as Tout Youn Hov Youn ( ទូច យូ​ន ហៅ​យួន), male, 21 years old, married with the aunt of the victim, plantation worker as living in Phum Kampong Chen (កំពង់​ចិន), Khum Stung Kaew (ស្ទឹង​កែវ), Tuk Chou (ទឹកឈូ) District, Kampot Province but temporary living in the rubber plantation.

According to the authorities: on the day of the incident on January 4 2016 at 3PM there was a thunderstorm so the victim called her uncle (in-law) to help her with carrying the rice inside the house. While carrying the rice inside the house there was nobody else around which gave the suspect a chance to rape the girl.

After receiving a complaint from the family of the victim the District Police arrested the suspect in the morning of January 5 2016 and at 10.30AM the same day the District Police sent the suspect to the office of the Provincial Police for questioning.

The suspect denied that he raped the victim. But the doctor who examined the victim confirmed that she had a broken hymen.

Currently, despite the denial, the authorities are building a case to send to the court according to the legal procedures.
