In the morning of December 23 2016 an unidentified foreigner was found, sleeping on the pavement.
It's not clear why he was sleeping/lying down there but it is believed that he was drunk.
According to residents who are living close to the place of the incident:
Before the incident they say the man walking in a peaceful way. Suddenly they say him lying on the sidewalk along Independence Road (aka Oor Somnaat road or Ta Kwoan slope) in front of the former Department of Environment.
The man refused to be transported by ambulance.
