That guy was in a bad way. Post-head injury seizures among other things, a bad sign. I reckon that "chief" went along expecting to see someone with "blue eye" and a bit of a headache and then thought, "Oh, f**k! This guy might actually be permanently damaged or even die." That said, I'm still surprised that he has run, unless he is a penniless chief.

The other thing that surprised me is his relative youth. I must confess total ignorance on the matter but I always imagined "chiefs" would be somewhat senior in years, not just turned forty. That said, I've never met one and know nothing about how anyone becomes a "chief".

On October 24 2016 the district referral hospital (Meanchey) reported that the security guard who was assaulted by the commune chief already had a weak nervous system (before the incident).
No fractures, bleedings, bruises or swellings were found. Therefore the first idea is that it might be an old disease and weak nervous system.
They even mention a lack of glucose and calcium in the victim's blood.

The victim has been transferred to a hospital in Vietnam.
