The National Police arrested a Dutch national on charges of prostitution of Khmer and Filipino children.

Cambodian police detained an inmate named as Pieter Ceulen, male, 61YO, Dutch national on charges of prostitution of Khmer and Filipino children at the request of the International Police Secretariat (អគ្គលេខាធិការដ្ឋាន​ន​គរ​បាល​អន្តរជាតិ).
Above arrest happend at 1.10PM on March 11 2016 close to the Independence Monument which is located in sangkat Chatomouk, khan Daun Penh, Phnom Penh.
According to Col. Lov Lin (លៅ លីន) from the Juvenile Protection Office, belonging to the department of anti-human trafficking and Juvenile Protection:
By implementing the orders of HE Gen. Net Savoun (នេ​ត សាវឿន), General Commissioner of the National Police, and at the request of the International Police Secretariat who requested the National Police to help in finding and catching the inmate Pieter Ceulen through Interpol Red Alert A-439/1-2016 issued on January 27 2016.
According to Col. Lov Lin (លៅ លីន):
After receiving above orders and above request from the Department of Anti-Human Trafficking and Juvenile Protection the the Department of the Crime Police and the Department of the Technical and Scientific Police in collaboration with the Child Protection Unit (CPU) under the direct command of HE Gen. In Bora ( អ៊ិន បូរ៉ា), chief of Central Department of Justice and by the co-ordination of the Phnom Penh Municipal Court prosecutor they searched for the inmate Pieter Ceulen until March 11 2016 at 1.10PM (when) the police arrested him at a place close to the Independence Monument in Phnom Penh.
Col. Lov Lin (លៅ លីន) added that:
Inmate Pieter Ceulen was sentenced to 19 years jail-time by the Criminal Court of Antwerp, Belgium on charges of prostitution of Khmer and Filipino children (Serious Crime of Pedophilia) of which 15 years is still remaining/outstanding. (ហើយ​រយៈពេល​ជាប់​ពន្ធនាគារ​នៅ​សល់ ១៥​ឆ្នាំ ទៀត​)
Currently the National Police is building a case to expel (នឹង​បញ្ជូន​ចេញទៅ​ចាត់ការ​) following the instruction of the Belgian Court.

So he was initially sentenced to 19 years in prison. Isn't there something in Belgium called "Law Lejeune", dating from the 19th century, which makes it possible for convicted criminals to apply for parole after 1/3rd of their sentence?
Taking into account his pre-trial detention (if any?) he can walk free after 6years... What is he hoping for; a suspended sentence

Correct me if I'm wrong but he's not appealing the facts (sexual abuse of minors in the Philippines and Cambodia + the possession and distribution of child pornography), only his sentence; right?
