His lawyers asked the Antwerp Court of Appeal to impose a punishment which will allow him to seek treatment. Chemical castration in combination with psychotherapy will offer the best chances on success. (according to their experts)

According to his lawyers (Dirk Grootjans, Christine Mussche and Walter Van Steenbrugge):
Due to his problematic childhood he developed a 'diaper fetish' which led to the compulsive collecting of child pornography. But his problem is treatable.
The treatment that has the best chance of success is chemical castration in combination with psychotherapy. (according to their experts)
Putting him behind bars for many years isn't the solution to treat his problem. Blind repression is wrong.

According to the Prosecutor:
It's no question of blind repression; even with a prison sentence of 19 years he'll be given the opportunity to follow a treatment sooner or later. Only a strong prison sentence will protect society against Ceulen.

Ceulen in his last word:
"I told myself to do everything to make sure this won't happen again. I realize that for every pornographic picture there was (at least) one child abused. It was stronger than myself and I'm really sorry. There's not a day that goes by that i don't think about it."
