I'm sure you are right, there will lots more coming on these. I recognised the clown son from a picture I saw of him in his Cambodian uniform. It says nothing good about Cambodia when Russians are appointed as officials. Seriously, is there nothing that money can't buy?

It also says nothing good about anywhere when the Russians turn up. I'm not sure which is worse, rich Russians, poor Russians or whether they just sow their own individual brand of terrible. If they are rich they are likely to be be criminally connected and unsavoury, if they are less than rich they are likely to be be drunk, boorish and belligerent.

Duh! Here's a thought, if he is fraudulently selling property - which he is if it is not his to sell legally - how about you throw him in jail.
