According to KPT News the victim was found around 10.30PM on January 15 2016.
The motive is unknown.

The victim was found in a rental house.
Residents living close to the place of the incident said that at 5PM in the afternoon they saw the victim in front of his rental house. He seemed to be heart broken and drunken. He complained about his 'suffering painful body' (I guess his health) and entered his rental house again. Around 11PM suddenly his wife screamed that her husband hung himself inside the house.
According to the police the victim came live in the rental house in SHV more than 1 year ago.
Currently the corpse is kept at the Provincial Referral Hospital awaiting a decision of the embassy.
Edit: should be depression instead of 'suffering painful body'.
