Breast milk exports suspended


Cambodia has temporarily stopped an American company from exporting locally pumped human breast milk after reports highlighted how some of the country’s poorest women were supplementing their income through the trade.


Utah-based company Ambrosia Labs claims to be the first of its kind to export human breast milk sourced overseas into the United States for mothers who want to supplement their babies’ diets or cannot supply enough of their own milk.


The milk is collected in Cambodia, frozen and shipped to the US where it is pasteurized and sold by the company for $20 each 150g pack.


But yesterday Cambodia’s customs department confirmed it had halted exports.

Exports of breast milk halted


The government yesterday temporarily banned the export of breast milk from Cambodian women to the US market, citing fears that children’s nutrition may be neglected.

The decision to halt exports from Ambrosia Labs – the only company currently collecting Cambodian breast milk to sell in the States – was signed off by Finance Minister Aun Porn Moniroth yesterday, according to Rath Nisay, legal officer at the General Department of Customs and Excise.


about 50 women – many of them poor – have been employed by the company to sell their excess breast milk for 64 cents an ounce, typically making a little over $7 a day. The milk is then sold in the US for $4 an ounce.

At the request of the Ministry of Health, on March 28 2017 the Council of Ministers issued a ban on the export of breast milk from Cambodian woman to the USA by Ambrosia Labs Co., Ltd.

Officials lay out surrogacy families’ exit requirements


Foreign intended parents who hired a Cambodian surrogate to carry and deliver their child will need to bring a formal request, drafted themselves, to any Cambodian court, along with the baby’s Cambodian birth certificate and proof that the foreign intended parent has a genetic link with the child, said ministry official Chou Bun Eng.

The application form must explain why the foreign intended parent chose to use a surrogate mother, and why the parent would like to take the baby abroad.

“After the DNA test, then they will need to obtain a birth certificate from the country of the intended parent,” Bun Eng explained. “Then there will need to be an agreement over who will raise the baby. So if the surrogate mother agrees to give the baby to the intended father, he can take the baby out of the country.”


Despite the move to legalise the exit of babies now being born to surrogate mothers, Eng said the government will not tolerate new cases of surrogacy. “This process is for cases of women who were pregnant before the announcement,” Bun Eng said. “If people continue to engage in surrogacy after the announcement, we will charge them.”

Few takers so far for surrogacy exit policy


Nearly three weeks after announcing a way for intended parents to exit the country with babies born to surrogate mothers, few applications appear to have been submitted to the courts to begin the process.

Under the protocol, intended parents must submit a formal request, birth certificate of the child and a DNA test to a court for approval. Ey Rin, the administrative chief at the Phnom Penh Municipal Court, confirmed that the court had yet to receive any applications, as did court officials in Takeo and Kampong Speu.

Phnom Penh Municipal Court yesterday extended the detention of two Cambodians and one Australian arrested over alleged human trafficking in surrogacy cases.


Judge Suo Linna postponed a planned trial because of the absence of witnesses and police who laid the complaint.


Cambodians Pich Rithy, 28, and nurse Sambath Chan Chakriya, 35, and Australian Tammy Davis-Charles, 49, have been charged with being an “intermediary between an adoptive parent and pregnant woman” and “fraudulent requests for documents”.
