They are hardly the first, there were public toilets on the corners of the park in front of the museum, at the park on 106/108 and along the riverside. Unfortunately families often move into them.

The ones on the riverside and in the playground at Wat Botum are more portaloo style, but the others I mentioned were permanent concrete structures. The ones on 178 near the museum had quite a nice 50s/60s design, but there were way too many undesirables to ever go near them.
I don't know about Wat Botum still being a dodgy area at night. It certainly was before it was refurbished and lit up about 7 years ago. Before that there were loads of trees in the corner where the playground is now, with squatters camps hidden around.
There were street-walkers around too, and all along the park towards Independence Monument. I think there still are, but because it's well lit and has nice paving and flowerbeds etc it's more a place families go to in the evenings. It would have been unthinkable 10 years back.

Will be opened for the public during the annual Water Festival.
5 locations:
1.Riverside garden adjacent to Chatomoukh Hall
2.Krom Ngoy garden
3.Wat Botum garden adjacent to Suor Srun
4.Wat Botum garden at the playground
5.Areyksat garden
