Regarding the video link; problem solved!
The official using her smartphone during working time was removed from her position at the office where she helped issue passports AND the General Department of Identification published regulations for the behaviour of individuals visiting the office.
Among these regulations is a ban on taking videos within the premises.

About a year ago I landed on Siem Reap airport, the 2 custom officers,just before the exit, been sleeping behind there desk
