According to
National Road Safety Committee: Transfer of ownership for vehicles is not required to confirm/prove its original owner.
The National Road Safety Committee issued a letter on January 9 2016 regarding the transfer of ownership for vehicles by stating that the government decided to recognize that vehicles don't require a confirmation/prove of their original owner. It's the legal owner of the vehicle who has to pay the taxes and has to apply for a license plate in case this didn't happen yet.
National Road Safety Committee says that prove of original owner not longer required for vehicles.
